La materialización del derecho al agua potable en el Municipio de Arauca

El presente trabajo pretende evidenciar el alcance de la materialización del derecho al agua potable en el municipio de arauca. se explorará cuánto se alcanzado y hasta dónde se ha avanzado en la garantía jurídica, frente a una nueva realidad: el agua como derecho fundamental. Se identificaron una serie de factores que influyen en la garantías constitucional para la materialización del derecho humano al agua potable en el municipio de Arauca, lo cual demanda el conocimiento fáctico de las debilidades o fortalezas en los procedimientos a nivel institucional que influyen en el alcance del goce efectivo del derecho en el municipio de Arauca. Como contenido básico de este documento se ilustra sobre la normativa existente en el tema, se precisan las funciones y competencias institucionales al respecto de la materialización del derecho, se contextualiza sobre la situación actual de la planta de tratamiento en el municipio de Arauca, se determinan las barreras que afronta el ciudadano en ejercicio de la Acción Popular, como mecanismo constitucional para lograr una real y efectiva garantia del derecho, para concluir con las recomendaciones frente a los hallazgos de la investigación que aquí se documenta.Abstract This paper aims to demonstrate the scope of the materialization of the right to potable water in the municipality of Arauca. It will explore how much has been achieved and how far has progressed in the legal guarantee, facing a new reality: water as a fundamental right. A number of factors were identified that influence the constitutional guarantees for the materialization of the human right to potable water in the municipality of Arauca, which demands the factual knowledge of the weaknesses or strengths in the procedures at institutional level that influence the scope of the Effective enjoyment of the right in the municipality of Arauca.
